世界级、国家级人才高地是指汇聚了一大批世界级和国家级创新创业人才,能够在世界新一轮科技革命和产业变革中引领和紧跟世界潮流、带动国家产业结构转型升级的人才密集区。打造世界级和国家级人才高地,是应对世界新一轮科技革命和产业变革挑战的迫切需要,是落实国家发展战略的重大举措,是创造国际竞争新优势、赢得国际竞争主动权的重要抓手。其总目标和总任务是推进人才发展体制机制改革,实行更加宽松、更加灵活、更具活力和吸引力的人才政策,构建具有全球竞争力的人才制度体系。为此,迫切需要加强法治建设,实行底线管理,减少行政干预;建设高质量的服务型政府,打造吸引和凝聚人才的良好环境;建设若干个具有国际先进水平的研究平台。

World-class and national-level talent highlands denote talent cluster areas,where a large quantity of worldclass and national-level innovative and entrepreneurial talents gather to follow and lead global currents in the new round of science-technological and industrial revolutions,and help upgrade the structural transition of national industry. Building world-class and national-level talent highlands is an imperative in responding to the challenges in the new round of global science-technological and industrial revolutions,a grand measure of implementing state development strategies,and a critical link in creating new international competition advantages and acquiring more active positions in international competition. The overall target and task are to promote regime and mechanism reforms regarding talent development,to issue more accommodative,more flexible,more energetic and more attractive talent policies,and to build globally competitive talent institutional systems.
