科学整治督查检查考核工作乱象的几点思考

Several Points on Regulating the Chaos in Government Supervisions and Inspections

当前督查检查考核工作中存在的过多过滥、重形式轻实绩等乱象,根源在于行政体系内部存在信息阻塞,以及上级对基层的控制力度总体偏紧。分析上级和基层在督查检查考核中的博弈策略及均衡条件可知,要使督查检查考核成本低、效果好,应努力降低上级开展严格核查的成本,对基层形成有效威慑;做到赏罚分明,加大奖勤罚懒力度;在政策制定方面更接"地气",降低基层执行的复杂度和困难度。实践中,应注重为基层落实政策创造空间、降低系统内信息获取成本、发挥激励问责的导向作用,在深入推进"放管服"改革的基础上,从优化内部控制链条、完善信息共享机制、改进督查检查实施方式、鼓励基层干部担当作为等方面着力,努力从根源上消除督查检查考核工作乱象。

At present,there are many chaotic phenomena in government supervisions and inspections,such as excessive quantity, emphasis on form and neglect of performance,which result from the information blockage within the administrative system and the overall tightening of the control over grass-roots governance. Analyzing the game strategies and equilibrium conditions of players in government supervisions and inspections,there are three ways to make the supervisions and inspections to be highly efficient and low-cost: reduce the cost of strict verification from higher levels and form an effective deterrent to grass-roots government;make clear rewards and penalties to distinguish the hard-working ones from the lazy ones;and be more pragmatic in policy formulation to reduce the complexity and difficulty in grass-roots practice. Furthermore,we can try to eliminate the chaos in government supervisions and inspections from four different measures: optimize the control chain from the top to the grass-roots governance;reduce the cost of information exchange within the administrative system;improve the implementation of supervisions and inspections;and encourage grass-roots cadres to work hard and take their responsibilities.
