现代国家是一个技术装置,技术治理是其权力实践的重要表现。然而,国家并非一个抽象的政治实体,而是在办公室、街头、窗口和网络等不同的场景中开展治理活动的。不同的治理场景意味着不尽一致的技术要求。技术治理的限度在于,在单一治理技术与多元化的治理场景之间和在技术的规范统一性和事实全面性之间存在固有矛盾,制造出去政治化和泛政治化等技术迷思现象。当今世界进入了技术化社会的时代,技术治理既面临着国家认证能力不足的问题,亦面临着技术与规则的异步困境。

The modern state is a technological device, and technological governance is an important manifestation of its power practice. However, the state is not an abstract political entity, but rather carries out governance activities in different scenes such as offices, streets, windows and networks. Different governance scenes mean different technical requirements. The limit of technological governance lies in the fact that there are inherent contradictions between the single governance technology and the diversified governance scenes, and between the normative unity of technology and the comprehensiveness of facts, which leads to the phenomena of technological myths such as the depoliticization and pan-politicization. Nowadays, the world has entered the era of a technological society. Technological governance faces not only the problem of insufficient national certification ability, but also the asynchronous dilemma of technology and rules.
