粤港澳大湾区背景下营商环境优化研究——基于对东莞企业的调查

Optimization of the Business Environment under the Background of Guangdong-Hong Kong-Macao Big Bay Area:Based on the Survey of Enterprises in Dongguan

在全力参与粤港澳大湾区建设大背景下,如何对接粤港澳大湾区进一步优化营商环境是广东实现“四个走在前列”必须审视的重大现实问题。本文以东莞为例,从政务环境、市场环境、法治环境、社会环境和对粤港澳大湾区的适应性等五个角度,对营商环境进行全面调查。研究表明,目前东莞营商环境建设创新经验领跑全国,为东莞经济社会发展不断增创新优势。但也存在着信用监管和失信惩戒工作缺失、标准体系与国际接轨的程度较低、雇佣员工的满意程度不高等问题,注重基础设施布局、建立跨区域争端解决机制、促进区域内人才流动是进一步优化粤港澳大湾区营商环境的有效措施。

With the full participation of Dongguan in the Guangdong-Hong Kong-Macao Big Bay Area,how to further optimize the business environment by connecting the Guangdong-Hong Kong-Macao Big Bay Area is a major realistic problem that Dongguan must examine to realize the"four leading positions"in Guangdong. Taking Dongguan as an example,this paper makes a comprehensive investigation on the business environment from five angles: government environment,market environment,rule of law environment,social environment and adaptability to Guangdong-Hong Kong-Macao Big Bay Area. The research shows that the current experience of Dongguan’s business environment innovation leads the country and continues to maximize the innovative advantages to Dongguan’s economic and social development. However,there are also problems such as lack of credit supervision and disciplinary punishment,low standards of international standards,and low level of satisfaction among employees. Focusing on infrastructure layout,establishing cross-regional dispute resolution mechanisms,and promoting intra-regional talent mobility are more effective measures to optimize the business environment in Guangdong-Hong Kong-Macao Big Bay Area.
