政府与社会组织新型互动关系构建——来自香港“混合经济模式”的经验

On the Construction of New Interactive Relations between Government and Social Organizations:Taking Hong Kong’s “Mixed Economic Model” as an Example

社会组织在提供公共服务,释放社会活力,推进社会治理方面起到重要作用,但现实中仍存在政府与社会组织互动协作不够有效的问题。借鉴香港政府与社会组织公共服务供给的"混合经济模式",鼓励社会组织创新,建立政府与社会组织合理分工基础上的有效协作,对构建政府与社会组织新型互动关系,加速政府职能转变,促进形成共建共治共享的社会治理格局具有重要意义。

Social organizations play an important role in providing public services,releasing social vitality and promoting social governance. However,in reality,there are still problems of ineffective interaction and collaboration between government and social organizations. Drawing lessons from the"Mixed Economic Model"of public service supply of Hong Kong government and social organizations,encouraging innovation of social organizations and establishing effective cooperation based on rational division of labor between government and social organizations,it is of great significance to build a new interactive relationship between government and social organizations,accelerate the transformation of government functions and promote the formation of a social governance pattern of co-construction,co-governance and sharing.
