“命运共同体”思想下中国与周边国家跨境劳务合作研究

Research on Cross-Border Labor Cooperation between China and Neighboring Countries under the Thought of “Community of Destiny”

"人类命运共同体"思想彰显互利共赢的合作主题,为中国与周边国家跨境劳务合作提供了"中国方案"。当前中国与周边国家跨境劳务合作具有良好的基础,但也面临着次区域公共产品供给、跨界移民劳工关系协调、次区域国际产业分工合作体系、跨境劳务合作机制和跨境劳务合作利益协调等方面的问题。由此,在"命运共同体"思想下提出中国与周边国家跨境劳务合作优化路径,需从加强跨境次区域公共产品供给合作、促进跨界民族交往互助与互利共赢、健全跨界移民劳工参与产业国际分工合作体系、完善跨境劳务合作平台与机制以及建立跨境劳务合作利益协调机制等方面努力,以打造中国与周边国家劳务领域合作利益共同体、责任共同体和命运共同体,为推进国际劳务领域合作和全球劳工治理贡献中国力量。

The thought of " Community of Human Destiny" highlights the theme of mutually beneficial and winning cooperation, and provides a " China Program"for China's cross-border labor cooperation with neighboring countries. At present, China and neighboring countries have a good foundation for cross-border Labor service cooperation, but they are faced with imperfect problems such as the supply of public goods in the subregion, the coordination of cross-border migrant labor relations, the system of international industrial division of labor in the subregion, the mechanism of cross-border labour cooperation and the coordination of cross-border labor cooperation interests. Therefore, from the background of " human destiny Community", this paper puts forward the optimization path of cross-border labor cooperation between China and neighboring countries, such as strengthening cooperation in cross-border regional public goods supply, improveing cross-border migrant workers' participation in the international division system of industry, improveing the cross-border labor cooperation platform and mechanism and establishing cross-border labor cooperation benefit coordination mechanism, in order to build China and neighboring countries in the field of labor cooperation interests community, responsibility community and destiny community, and promote cooperation in the field of international labor and global labor governance to contribute to China's power.
