农村村组集体经济组织减债工作的经验、问题与建议——以东莞市为例

Experience, Problems and Suggestions on Debt Relief of Collective Economic Organizations of Rural Village Groups——Take Dongguan City as an example

加强对村组集体经济组织减债工作是保证农村集体经济持续发展的重要组成内容。本文总结了东莞市村组集体经济组织减债工作的经验:建立镇村还贷基金,偿还债务;削减本息,转型融资;规范债务审批流程,严控增加新债。分析了东莞市CA镇村组减债工作上存在的问题:干部政绩观偏离,债务追责与村组干部考核没有联系;传统物业主导发展模式,收入来源少,支出大等问题;相应提出:树立正确的政绩观,债务追责与村组干部考核聘任挂钩;培育优化物业型经济、发展服务型经济和投资型经济,打造“三驾马车”经济,压减非经营性支出等对策。希望本论文能够为其它地区的农村集体经济持续发展提供参考借鉴。

Strengthening debt relief for village collective economic organizations is an important component of ensuring the sustainable development of rural collective economy. This paper summarizes the experience of debt relief work of village group collective economic organizations in Dongguan City: establishing town and village loan repayment fund to repay debts;reducing principal and interest,transforming financing;standardizing the process of debt examination and approval,and strictly controlling the increase of new debts. This paper analyses the problems existing in the debt reduction of village group in CA town of Dongguan City: the deviation of cadres' view of political achievements,the lack of connection between debt recovery and the assessment of village group cadres;the traditional property-oriented development model,the lack of income sources and the large expenditure;and puts forward the following problems: establishing a correct concept of political achievements, linking debt recovery with the assessment and appointment of village group cadres;cultivating and optimizing property-based economy and developing service-based economy. And investment-oriented economy,build a "troika" economy,reduce nonoperating expenditure and other countermeasures. The author hopes this paper can provide reference for the sustainable development of rural collective economy in other areas.
