摘要
高校海外人才引进政策供给与拟归国人才的个体需求是否匹配,既是分析引进人才政策效果的应有视角,也可为进一步完善政策提供参考。通过对在沪15所高校人才引进政策文本的内容分析和对人事部门负责人的深度访谈,以及对海外拟归国担任高校教师青年人才的网络问卷调查,基于构建的政策供给与个体需求匹配四象限模型,本研究全面分析了在沪高校海归青年教师引进政策供给与个体需求的匹配状况,发现政策供给与个体需求之间整体匹配程度一般,存在错配和未配问题。高校应围绕错配和未配问题改进相关政策供给。
Matching relationship between introduction policy supply and individual needs is a perspective to analyze effect of the policy, which could offer reference to improve the policy. Analyzing content of introduction policy texts of 15 universities in Shanghai, interviewing those in charge of personnel management department, and investigating young academics’ willing to return by questionnaire on the internet, it constructs a four-quadrant model of matching relationship between policy supply and individual needs. It finds that the overall matching was not very well, with mismatched and unmatched problems. Then, universities should take measures to reform policy supply.
