论张培刚发展经济学解决中国发展不平衡不充分问题的新时代使命

Research on the New Era Mission of Zhang Pei-gang's Development Economics to Solve the Problem of Insufficient and Imbalance Development in China

解决发展不平衡不充分问题是中国从发展中大国转变为现代化强国过程中的新时代主题。张培刚先生提出的农业国工业化理论和新发展经济学正是基于中国的发展背景和实践试图建立不同于西方发展经济学的新发展理论。改革开放以来中国经济持续高速增长和腾飞的奇迹为发展中国家的现代化提供了新的道路、模式和经验。新时代我国发展的主要矛盾无疑是张培刚发展经济学要研究的主题,也是中国经济学家为发展经济学做出贡献和创新的历史使命。为此,本文提出应采取系统思维、战略思维及革命思维的方式,充分认清中国发展的新矛盾和不平衡不充分问题,结合"十九大"确定的新的"三步走"战略目标,提出从发展不平衡到发展平衡、从发展不充分到发展充分转变的系统理论和政策主张。

Solving the problem of insufficient and imbalance development is a new era theme in the process of China's transformation from a developing country to a modern power.The agricultural industrialization theory and new development economics put forward by Mr.Zhang Pei-gang were based on China's development background and practice and were aimed at establishing a new development theory different from Western development economics.Since the reform and opening-up,China's economy has continued to grow at a high speed and the miracle of soaring has provided new roads,models and experiences for the modernization of developing countries.The main contradiction of China's development in the new era is undoubtedly the subject of Zhang Pei-gang's development economics,and it is also the historical mission of Chinese economists to contribute and innovate in development economics.Therefore,this paper proposes that we should adapt systematic thinking,strategic thinking and revolutionary thinking,fully recognize the new contradictions and imbalances in China's development,combining the new"three-step"strategic goals determined by the"Nineteenth National Congress",this paper also proposes system theory and policy proposition to transfer from imbalanced development to balanced development,from inadequate development to full development.
