排污许可“一证式”管理改革探讨

Discussion on Management Reform of Sewerage Permit “One Certificate ”

本文首先对我国排污许可证实施的现状以及实施过程中存在的不足进行分析和探讨,并在此基础上提出了提升排污企业“一证式”管理水平的建议,希望能够为我国排污许可“一证式”管理改革水平的提升提供参考。

First of all, this paper analyzes and discusses the status quo and the shortcomings in the implementation of sewage permit in China,and then puts forward some suggestions to improve the management level of sewage enterprises. It is hoped that it can provide reference for the upgrading of the “one certificate” management reform level in China.
