当前,个人极端暴力犯罪易发频发,就其滋生演进机理而言,其风险具有普遍性和长期性。考察国内外个人极端暴力犯罪的典型案例,聚焦防范化解个人极端暴力犯罪风险,从个人与社会的动态适应关系切入,检视当前理论归因,实证探寻发生根源,提炼动态递进的发生机理,参考“社会支持”“犯罪预防”理论,平衡个人权利与社会秩序,结合我国社会治理实际,以提升个体社会适应性为核心,增加社会支持,加强犯罪情景预防,坚持综合治理思维,提出健全社会预防、风险排查预警、突出苗头提前干预、应急处置、创伤恢复等治理机制。

At present,individual extreme violence crime is prone to occur frequently.As far as its breeding and evolving mechanism is concerned,its risk is universal and long-term.Examining the typical cases of individual extreme violence crime at home and abroad,focusing on preventing and defusing the risk of individual extreme violence crime,starting from the dynamic adaptive relationship between individuals and society,examining the current theoretical attribution,empirically exploring the causes of occurrence,refining the mechanism of dynamic progression,and referring to the theory of"social support"and"crime prevention",Balance individual rights and social order,combine the reality of our country's social governance,take improving individual social adaptability as the core,increase social support,strengthen crime scene prevention,adhere to comprehensive governance thinking,put forward to improve social prevention,risk detection and early warning,highlight early intervention,emergency treatment,trauma recovery and other governance,mechanism.
