边境地区“三非”外国人治理探究

随着我国社会经济迅速发展,综合国力不断提升,许多外籍边民非法涌入我国边境地区通婚或务工,破坏了边境地区出入境管理秩序,引发了诸多治安问题。当前国家正在支持沿边地区进一步开发开放工作,全面梳理边境地区“三非”外国人治理的现状和困境,并通过健全治理依据、完善治理机制、发挥社会治理、强化国际治理等方式,多措并举治理好“三非”外国人问题,为边境地区经济持续快速发展提供一个安全稳定的环境。

With the rapid development of China's social economy and the continuous improvement of the overall national strength,many foreign border residents illegally flood into China's border areas to marry or work,which has damaged the entry and exit administration order in the border areas and caused many public security problems.Our country are currently open work to support further development of border area,comprehensive combing the border"three illegal"foreigners management status quo and difficulties,and through the perfect management basis,perfect the management mechanism,play to the social governance,strengthening the international governance,more measures and good governance"three illegal'1 foreigners,sustained rapid economic development for the border areas to provide a safe and stable environment.
