摘要
文章分析京津冀信息化水平差异及成因,为京津冀信息化协同发展提供合理建议。通过构建区域信息化评价指标体系,运用泰尔系数法、变异系数法对2011-2016年京津冀区域信息化指标的空间差异及信息化指数进行定量测评,并与经济发展水平空间差异进行比较,最终提出相关建议。结果表明:(1)京津冀区域信息化各评价指标的泰尔系数值依然较大,但呈现下降趋势,空间差异逐年变小;(2)京津冀信息化指数值差距较大,呈现高、中、低三个梯队,但是三地信息化指数的变异系数逐年减小;(3)京津冀三地的经济发展水平差异较大,人均GDP变异系数值呈递增趋势,但其值低于同期信息化变异系数值。
This paper analyzes the differences and the causes of information level between Beijing,Tianjin and Hebei,and provides reasonable suggestions for the coordinated development of Beijing-Tianjin-Hebei informatization.By constructing a regional information evaluation index system,and using the Theil coefficient method and the coefficient of variation method,this research quantitatively evaluates the spatial difference and informatization index of the Beijing-Tianjin-Hebei regional informatization index from 2011 to 2016,and compares it with the spatial difference of economic development level.Finally,relevant recommendations were made.The results show that:(1) The value of the Theil coefficient of the evaluation indicators of the Beijing-Tianjin-Hebei regional informatization is still large,but it shows a downward trend,and the spatial difference becomes smaller every year.(2) The Beijing-Tianjin-Hebei informatization index has a large gap,showing three echelons of high,medium and low,but the coefficient of variation of the three informatization indices is decreasing year by year.(3) The economic development level of Beijing,Tianjin and Hebei is quite different.The per capita GDP coefficient of variation has an increasing trend,but its value is lower than the value of the informatization coefficient of variation.
