摘要
文章以川渝山地丘陵区的四川省南部县为研究对象,利用统计数据、文献资料和水土流失实测数据,从保护水土资源、防洪减灾、改善生态3个主要方面构建水土保持功能服务价值评价指标体系,采用市场价值法、影子工程法、机会成本法等方法估算了研究区自然地貌植被的水土保持功能服务价值。研究结果表明:2016年南部县水土保持功能服务总价值为4.46×10~4万元,单位面积水土保持功能服务价值为2.11元/平方米。其中,保护水土资源功能服务价值最大,为2.38×10~4万元,占总价值的53.39%,其次为改善生态功能服务价值,为2.07×10~4万元,占比为46.41%,防洪减灾功能服务价值最小,为87.98万元,占比为0.20%。研究结果可为区域水土保持补偿费的合理定价、水土流失综合治理提供科学理论依据。
Nanbu County of Sichuan Province in the hilly area of Sichuan and Chongqing regions was selected as the research object. Based on statistical data, literature data and field data of soil and water loss, the evaluation index system of service value of soil and water conservation function was constructed from three main aspects of conserving soil and water resources, controlling flood and mitigating disaster, and improving the ecosystem. The service value of soil and water conservation function in Nanbu County was estimated by market value method, shadow engineering method and opportunity cost method. The results show that the total service value of soil and water conservation function in Nanbu County was 4.46×10^4 million yuan, and the per unit area service value was 2.11 yuan/m^2. In summary, the conserving soil and water resources function had the largest value, with 2.38×10^4 million yuan and accounting for 53.39 percent of the total value, followed by the improving the ecosystem function with the value of 2.07×10^4 million yuan and accounting for 46.41 percent of the total value, and the controlling flood and mitigating disaster function had the smallest value with 87.98 million yuan and accounting for 0.20 percent of the total value. The research results can provide a scientific theoretical basis for reasonable pricing of compensation fees for regional soil and water conservation and comprehensive control of soil erosion.
