建设生态水利 推进绿色发展——内蒙古自治区黄河干流沈乌灌域水权试点的经验启示

Building ecological water conservancy projects to promote green development——Experience of pilot project of water right in Shenwu irrigation area of Yellow River in Inner Mongolia Autonomous Region

主要介绍内蒙古自治区在黄河干流沈乌灌域开展节水改造工程建设,推动水资源总量控制,量水而行,以水定发展,利用水资源的节约保护倒逼机制推进经济社会发展方式转变,加快内蒙古自治区水利现代化建设,建设生态水利,推进绿色发展的做法及成效。

The construction of water-saving reconstruction projects in Hetao irrigation area in Inner Mongolia Autonomous Region in the trunk stream of Yellow River is introduced.The polices of the control of the total water resources,appropriate water quantity,water-oriented development and utilization and protection of water resources“reversed transmission mechanism”are adopted to promote the transformation of development way and to accelerate the construction of water conservancy modernization in Inner Mongolia Autonomous Region so as to realize ecological water conservancy and green development.
