合同节水管理是将市场机制运用于节水管理的一种创新模式,是落实“节水优先、空间均衡、系统治理、两手发力”新时期水利工作方针的有力举措和重要抓手。在总结合同节水模式发展现状的基础上,分析了不同领域、不同用户节水量参与水权交易的可行性,研究了合同节水管理模式下节水量参与水权交易的难点与制度需求,提出了合同节水管理模式下节水量参与水权交易的路径和建议。

The contract water-saving management is an innovative mode to apply the market mechanism in the water-saving management,and it is also an effective measure to implement the water control policies of“water-saving priority,spatial equilibrium,systematic treatment and government-market management”in the new era.By summarizing the current development status of contract water-saving mode,the feasibility of involving the saved water quantity by different fields and water users in the process of water right transaction is analyzed,and the difficulty and institutional requirements of involving the saved water quantity under contract water-saving management mode in the process of water right transaction are investigated.Finally,the path and some suggestions to involve the saved water quantity under contract the water-saving management mode in the process of water right transaction are put forward.
