摘要 社会治理工具的选择关系到社会治理现代化的进程及效果。社区教育作为社会柔性治理工具,有利于深化拓展对社区教育的功能性认识,丰富政府对社会治理的工具选择,从而为社区教育的发展提供支持;有利于建立公共服务多元供给机制,为转变政府职能,建设服务型政府提供支撑;有利于推进教育治理体系和治理能力的现代化。社区教育的社会治理路径为:就公民个体而言,社区教育是促进个体能力提升、促使个体人生观及价值观转变的重要手段,是社会资本积累的个体之源;就社会群体而言,居民学习共同体的蓬勃发展为自治社团的孵化奠定了基础,是促进社会治理主体多元化的一个重要途径;就社区教育的推进机制而言,政府购买公共服务是解决地方社区教育资源瓶颈约束的有效路径,“项目治理”成为政府意志与民众意愿相契合的现实策略选择;就社区教育群体性活动的组织形式而言,能够有效促进社区居民社区认同感与归属感的形成,这是调动居民参与社区治理与社区服务的基本动力源泉。 The choice of social governance tools is related to the process and effect of social governance modernization. As a social flexible governance tool, community education is conducive to deepening and expanding the functional understanding of community education, enriching the government's choice of tools for social governance, which can provide support for the development of community education. Community education is conducive to the establishment of multi-supply mechanism of public services, providing support for the transformation of government functions and the construction of service-oriented government;Also, it is conducive to promoting the modernization of educational governance system and governance capacity. The social governance paths of community education are: As for individual citizens, community education is an important means to promote the improvement of individual ability and the change of individual outlook on life and values, as well as the source of individual accumulation of social capital;As for social groups, the vigorous development of residents' learning community lays a foundation for the incubation of autonomous communities, which is an important way to promote the diversification of social governance bodies;In terms of the promotion mechanism of community education, government purchase of public services is an effective way to solve the bottleneck constraints of local community education resources."project governance" has become a practical strategy choice that the government will and the public will match. As for the organization form of community education group activity, it can effectively promote the formation of community identity and sense of belonging of community residents, which is the basic power source to mobilize residents to participate in community governance and community service.
