A Study on the Strategies to Improve Railway Freight Liquidation Surplus

分析货物清算盈余对铁路局集团公司承运货物经营效果的影响,对于落实铁路企业市场主体地位、开拓市场具有积极作用。按照不同企业、不同运输类别、不同货物品类、不同装车去向对西安局集团公司货运承运清算现状进行分析,针对货运承运清算盈余影响因素,提出铁路企业应牢固树立经营核算意识和市场观念、开发"货运承运清算数据监控和分析系统"、针对货源特点实行差异化经营、微调集装箱等清算系数、建立车流径路与实际径路清算的量化关系、全面梳理不同计费径路对承运清算结果的影响等对策,以提升铁路企业运输效率和效益。

The study of the influence of liquidation surplus on railway companies plays an active role in ensuring railway enterprises to act as principal market players and expand their target market. This paper studies the current freight liquidation practices at Xi’an Group from different perspectives: enterprise type, transportation means, goods category and destination. To improve efficiency and profits, taking the influencing factors into consideration, this paper puts forward the strategies: raising knowledge on operation,accounting and market, developing a "monitoring and analysis system on freight liquidation data",implementing differential management for different shipment, making minor coefficient modification to container liquidation, establishing quantitative relation between train flow and actual routing liquidation and summarizing all influencing factors of different charging routing on the liquidation results.
