IMT系统频率使用情况评估方法研究

摘要 本文提出了一种IMT系统频率使用情况综合评估方法,该方法建立了以频谱利用指标为核心,以台站建设指标、业务效果指标为辅助的二级频率使用评估体系。在频谱利用方面,以信道占用度、频段占用度、信号覆盖率三个指标为依据,从时、空、频三个维度进行评价;在台站建设方面,从单位频谱台站数量、台站覆盖、台站违规情况三个方面对基站使用进行评估;在业务效果层面,从单位频谱用户量、话务量和业务量三个方面对IMT网络运营效果进行评估。最后,对各项指标进行归一化和加权处理,得到频率使用情况综合评估指数。 This paper is the first to study the system and methodology of IMT frequency usage assessment. The index of frequency usage assessment is consist of three sub-indexes :spectrum utilization index,station development index and service effect index. The evaluation system takes the spectrum utilization index as the key index,integrating the station development index and the service effect index as the auxiliary indexes.. In terms of spectrum utilization,we can investigate channel occupancy,frequency band occupancy and signal coverage from the dimension of time,frequency and space respectively. In the aspect of IMT station development,it is evaluated from three aspects :the number of frequency spectrum stations,the coverage of stations and the compliance of regulations. In terms of service effect,the network operation effect of IMT operators was evaluated from three aspects :the number of users per unit spectrum,the volume of voice and data of IMT systems. Finally,we can obtain comprehensive evaluation index of the frequency usage,so as to develop a simple and intuitive frequency usage assessment.
