基于话语分析的河长制治理机制研究

Research on the Governance Mechanism of River Chief System Based on Discourse Analysis

全面推进河长制,是解决我国复杂的流域治理问题的重大制度创新,是保障国家河流水资源安全、建设社会主义生态文明的重要举措。任何一种重要的社会公共场域都通过话语这一基本形式得以建构。从话语建构角度看,在流域河长制治理的具体场域中,影响河长制治理绩效的关键要素包括宏观的制度规划、微观的执行保障、横向的部门协调、纵向的层级联动。在顶层设计上兼顾河长制治理政策的统一性和变通性,在分层对接时加强河长制实施的奖惩激励和资源保障,在部际协调时妥善处理好理性行为整合问题,在府际沟通中更加注重政策信息资源的流动互换,是提升河长制治理绩效的理想路径。

Promoting the river chief system comprehensively is a major institutional innovation to solve the complex watershed governance problems in China,and also an important measure to ensure the safety of national water resources and rebuild ecological civilization.Any important public field is constructed through the basic form of discourse.In the specific field happened in T River,practitioner interaction with each other thus produced the discourse.Acquired the approach of discourse analysis,we come up with four influential factors which effect the system of the river chief performance.Namely they are macro system planning,execution of the micro safeguard,cross department coordination,the hierarchy of longitudinal joint.It is an ideal path which optimized the river chief system to keep balance between the policy unity and policy flexibility,to strengthen the incentive system and resource security,to properly deal with individual rational behavior in inter-ministerial coordination and to pay more attention to the policy information flow within intergovernmental communication.
