The Partial Expansion of Welfare Inequality in Current China:Performances, Causes and Its Solutions

当前我国福利不均等主要表现为地区福利不均等、城乡福利不均等和群体福利不均等中特定领域的局部扩大。究其原因,主要在于不同地区发展阶段性差异的地缘因素、城乡二元体制难以短期内破除的结构性因素,以及现行财政体制瓶颈、官员考核机制“一刀切”、社会政策运用的不全面等体制和政策因素所致。对此,可以通过提升社会保障统筹层次、加强二次分配力度、设立基于地权的“浮动社会保障机制”以及改进福利政策供给的技术手段加以应对。

The partial expansion of welfare inequality in current China is mainly reflected in the specific fields of the welfare inequality between west and east,urban and rural,and among different social groups.The causes of these inequalities mainly lie in the geographic differences of developments,the urban-rural structural differences as well as the mechanism and policy differences concerning finance,promotion of public servants and redistributions.The solutions to the partial expansion of welfare inequality can therefore include the promotion of the level of the social security coordination,the enhancement of the redistribution,the establishment of the floating mechanism of social protection based on the land property,as well as the improvement of the technical measures for the welfare provision.
