An Encounter between “Act East” and “Look West”: New Developments and Prospects of India-Vietnam Maritime Cooperation

随着印越关系的全面深化,海洋合作已经成为印越全面战略伙伴关系的重要内容。近年来,印度和越南在海洋领域的合作不断升级,相互间的协调与合作不断加强。除了制衡中国的考虑以外,印越海洋合作的不断升级也与美国的支持和推动密不可分。印越两国海洋合作会对南海局势造成一定的影响。从趋势上来看,虽然两国合作面临一些制约因素,但是涉海合作今后仍将继续是印越关系的优先选择。

With the comprehensive deepening of India-Vietnam relations, maritime cooperation has become an important part in the bilateral comprehensive strategic partnership. In recent years, India and Vietnam have been continuously stepping up coordination and cooperation in the maritime domain. Aside from considerations of balancing against China, the sustained upgrading of India-Vietnam maritime cooperation is closely related to the United States’ support and promotion. The India-Vietnam maritime cooperation will have impact on the South China Sea situation to some extent. Judging from the development trend, despite some constraining factors on cooperation between the two countries, maritime cooperation will remain the priority of India-Vietnam relations.
