Research on the Government’s Reaction Mechanism Facing Beneficial New Things in the“Internet+”Process

互联网技术不断迭代更新,“互联网+”应运而生,“互联网+”进程中新生事物不断涌现。文章以“互联网+”新生事物为研究对象,从政府对新生事物的反应现状出发分析政府的反应机理,深入探究其规律性。从社会经济效益、社会进步推动度、大众需求度和政策适应度等4个方面构建“互联网+”新生事物评价模型,从冲突、修正、适应、监管和反馈等方面探明“互联网+”进程中政府面对有益新生事物的反应机理,为政府面对有益新生事物的促进机制与对策提供理论依据。

The internet technology keeps iterative updating,and“internet+”arises at the historic moment with new things emerging.Basing on observing the new things in“internet+”process,the paper analyzes the government's reaction mechanism facing new things from the reaction state,and further explores its regularity.An evaluation model on“internet+”new things is built by considering four aspects:social and economic benefits,promotion of social progress,public demand and policy adaptation.The government's reaction mechanism facing beneficial new things in the“internet+”process is explored from the aspects of conflict,correction,adaptation,supervision and feedback,which provides theoretical basis for the government to make promotion mechanism and countermeasures on beneficial new things.
