摘要
经济的发展使得城市机动化进程的加快。特大型城市商业中心区域早晚上下班时段内的交通拥堵现象尤其严重。文章针对道路拥堵问题,提出城市道路拥堵收费措施。具体思路如下:首先阐述拥堵收费的含义,接着分析静态拥堵收费定价基础原理,进而提出了道路拥堵收费的定价模型。结合拥堵收费的外部成本,即对出行者的时间延误成本、环境污染成本和额外燃油消耗成本进行量化研究,得出最终的拥堵收费定价模型。
The development of economy promotes the motorization of cities into cities.The traffic congestion is especially serious in the morning and evening rush hours in the commercial center area of super-large cities.Aiming at the phenomenon of road congestion,this paper puts forward some measures to charge for urban road congestion.The specific idea is as follows:this paper first describes the definition of congestion pricing,then analyzes the basic principles of static congestion pricing,and then proposes a pricing model of congestion pricing.This paper quantifies the time delay cost,environmental pollution cost and additional fuel consumption costs of travelers in combination with the external cost of congention charge,and obtains the final congestion charge pricing model.
