城中村拆迁过程中的利益相关者分析——以山西省太原市Z村为例

Analysis of Stakeholders in Process of Demolition of Urban Village——A Case Study at Z Village in Taiyuan Shanxi Province

城中村拆迁涉及政府、村干部及村民等利益相关者,拆迁不同阶段他们的担忧、期望及所采取的行动也各有不同。第一阶段,政府下达拆迁政策,村干部组织宣传,村民观点不一;第二阶段,政府初定补偿方案,村干部结合实际作出调整,村民追求高额补偿金;第三阶段,政府多部门协助拆迁,村干部分组实施,村民矛盾升级。在整个过程中,不论是政府、村干部还是村民,都是多元利益取向的行动者,都会在兼顾他者利益的基础上,选择最符合自身利益的行为。

Taking the demolition of Z village in Taiyuan City of Shanxi Province as an example, this paper collects data by participating in observation and interview, and analyzes the worries, expectations and actions taken by the government, village cadres and villagers in different stages of demolition from the perspective of stakeholders. In the first stage, the government issued the policy of demolition and the village cadres organized and propagated, and the villagers had different views;in the second stage, the government made the initial compensation plan, and the village cadres made the adjustment combined with the actual situation, and the villagers pursued the high compensation;The third stage of government multi-department assistance in demolition, village cadres group implementation, village contradictions escalate. In the whole process, whether it is the government, village cadres or villagers, it is a multi-interest-oriented action. In different stages of demolition, they will choose the best behavior in their own interests on the basis of taking into account the interests of others.
