摘要
梳理电子信息产业标准必要专利许可中FRAND原则的背景以及围绕FRAND许可产生的主要争议,分析欧洲标准化委员会-欧洲电工标准化委员会近期发布的团体协议,阐述该团体协议对FRAND原则的主要共识并分析其对产业的影响。
This paper summarizes the controversies about FRAND licensing of standard essential patents in electronics and information industry, analyzes the workshop agreement recently published by CEN-CENELEC, expounds the main consensus of the workshop agreement on FRAND licensing, and analyzes its impact on the industry.
