中俄共建“经北冰洋连接欧洲的蓝色经济通道”研究

The Construction of the Arctic Blue Economic Corridor to Connect Europe through Joint Efforts of China and Russia

共建“经北冰洋连接欧洲的蓝色经济通道”是中国落实“21世纪海上丝绸之路”的重要实践,也是中国参与北极治理的重要倡议,更是顺应时代和现实要求的体现,将对中俄两国和世界经济的发展产生积极影响。但从现实情况来看,建设“经北冰洋连接欧洲的蓝色经济通道”仍面临北极环境脆弱、极地技术受限、基础设施薄弱等挑战因素。基于此,中俄两国可在能源资源合作、基础设施建设、资金技术支持和环境保护方面着力。

China and Russia's jointconstruction of the Arctic Blue Economic Corridor to Connect Europe is the key project for China to implement the 21st Century Maritime Silk Road.This project also represents China's involvement in the Arctic governance to meet the demand for the reality.Despite positive effects,the project is faced with challenges such as fragile environment,limited polar technology,insufficient infrastructure,inadequate funds and weak environmental preservation.Considering these factors,it is advisable for China and Russia to attach importance to the cooperation in energy and natural resources,infrastructure construction,financing and technical support,and environmental preservation.
