40年来我国高等职业教育政策演进历程与特点

Characteristics and Evolution of Higher Vocational Education Policies over Forty Years of Reform and Opening-Up

我国十分重视高等职业教育的发展,力求在政策方面给予引导、支持和帮助。改革开放以来,我国高等职业教育政策的演进经历了初步探索(1978—1991年)、规范化建设(1992—1998年)、跨越式发展(1999—2005年)和特色化发展(2006—2018年)四个阶段。在这一发展过程中,高职教育政策呈现出政策目标逐渐明晰、从注重单一功利目的到注重多元价值追求、在激进与稳健的有机融合中不断完善和由数量扩张转向质量提升与特色化发展的鲜明特点。高职教育政策推动着我国高职教育的不断发展,也促进了社会经济的快速增长。

China attaches great importance to the development of higher vocational education and strives to offer guidance,support and assistance in terms of policy.The evolution of the policy of higher vocational education over the 40 years since the Reform and Opening-up has undergone four stages:the preliminary exploration(1978-1990),the legal construction(1991-1998),the leapfrog development(1999-2005)and the characteristic development(2006-2018).During the course of development,the policy of higher vocational education is characterized by gradual clarity of policy goals,shift of focus from a single utilitarianist goal to a pursuit of multiple values,the constant progression in radically and steadily organic integration,and the change from quantitative expansion to quality improvement and characteristic development.The policy of higher vocational education promotes the continuous development of higher vocational education and the rapid growth of the social economy in China.
