UK-India Maritime Security Cooperation in the Context of “Global Britain” and “Indo-Pacific”

在“全球英国”构想和“印太”作为地缘政治概念持续发酵的双重背景下,英国与印度的海洋安全合作有升温之势。英印海洋安全合作聚焦于印度洋区域的海洋治理,以英印共同应对非传统海洋安全威胁为主要内容,两国同时就全球海洋安全事务展开对话。英国谋求以印度为支点实践其印太战略目标,而印度则希望借英印合作提升它在印太海洋安全秩序中的地位。英印海洋安全合作面临印度洋区域海洋安全合作机制化水平不高、英印对“印太”概念理解不同、两国间存在政治分歧,以及英国印太战略设计滞后和印度执行力不强等因素的制约。尽管如此,英印海洋安全合作的发展前景仍然值得期待。

In the dual context of UK’s“Global Britain”vision and the popular geostrategic term“Indo-Pacific”,UK-India maritime security cooperation has been on the rise.Focusing on maritime governance in the Indian Ocean Region(IOR),the UK and India have been paying much attention to cope with non-traditional maritime security threats together,and conducting dialogues about global maritime security issues as well.The UK resolves to achieve its Indo-Pacific strategic objects by playing India as a pivot,meanwhile,India desires to enhance its position in the maritime security order of Indo-Pacific region.UK-India maritime security cooperation has to confront with the constraints of various disadvantages,such as undeveloped security cooperative mechanisms in IOR,different understandings of the term of“Indo-Pacific”,a series of political divergence between two powers,and also the absence of UK’s substantial“Indo-Pacific”strategy and India’s inefficient implementations for determined arrangements.Nonetheless,the prospect of UK-India maritime security cooperation deserves a bright future.
