西方NGO对缅甸的渗透及其影响与启示

The Infiltration of Western NGO in Myanmar and Its Influence and Enlightenment

非政府组织(NGO)在当今涉外问题中发挥着重要作用,成为提升国家软实力的重要途径之一,所以研究西方NGO对缅甸的渗透及其影响,可以为中国NGO的发展提供借鉴,同时有助于缅甸中资企业更好地履行国际社会责任,为中缅民心相通夯实基础。在西方驻缅NGO中,“缅甸企业责任中心”的发展得到了缅甸各界的认可,因此运用文献研究法、调查法、访谈法对“缅甸企业责任中心”进行个案研究,从该NGO的组织机制、运作方式和具体项目实施中分析西方NGO对缅甸渗透的范围和路径,揭示其在缅甸形成的一系列影响。最后,将中国NGO与“缅甸企业责任中心”进行对比后得知,中国应该培养更多熟悉国际政治、国际经济格局且具备较高跨文化交流与协商能力的NGO,并加强与其他国家NGO合作,构建多国利益共同体,为中国周边外交营造有利氛围。

NGOs play an important role in today's foreign affairs and become one of the important ways to enhance the country's soft power.Therefore,studying the infiltration of Western NGOs in Myanmar and its impact can provide reference for the development of Chinese NGOs.Enterprises can fulfill their corporate social responsibilities and lay a solid foundation for the understanding between China and Myanmar.Among the Western NGOs in Myanmar,the development of MCRB is a good example.By combing the literature review and field studies,a case study of MCRB is conducted in this paper.The scope and path of the western NGOs’infiltration are analyzed by studying the organization mechanism,operation mode and the project implementation of MCRB to bring about a series of effects in Myanmar.Finally,comparing Chinese NGOs with MCRB,China should cultivate more NGOs that are familiar with international politics,international economic structure and have high cross-cultural communication and negotiation capabilities.At the same time,Chinese NGOs should strengthen cooperation with other countries’NGOs to build a multi-national interest community,in order to creating a favorable atmosphere for China's neighboring diplomacy.
