摘要
本文基于社区治理的多元主体,结合武汉市老旧社区治理现状,以武汉市江汉区水仙里社区红光小区康泰物业为例,采用现场调研和居民访谈的方式,初步了解红光小区红色物业管理机制和工作计划安排,同时结合红色物业兼具专业化市场服务和准公共服务的属性,深入研究“红色物业”融入社区治理的社区发展新模式,加强基层党组织在社区治理市场主体的领导作用,重新定位物业企业在社区治理中的角色,重塑物业企业与其他治理主体的关系,培育物业企业融入社区治理的合作共治机制。
Aiming at the multi-agent of community governance,combining with the status quo of old community governance in Wuhan,taking the Kangtai property of Hongguang District in Shuixianli Community,Jianghan District,Wuhan as an example,this paper conducts field investigation and resident interviews to understand the red property management mechanism and work plan of Hongguang District.The red property service has the properties of both professional market service and quasi-public service.This paper discusses the new model of community development for integrating“red property”into community governance,strengthens the leadership role of grassroots party organizations in the community of market governance,reorients the role of property companies in community governance,reshapes the relationship between property companies and other governance entities,and fosters a cooperative and co-governance mechanism for property companies to integrate into community governance.
