壮族地区2020年后扶贫城镇转向及城乡扶贫共治研究——以崇左市为例

崇左市是广西壮族人口聚居的边境市,也是脱贫攻坚的重点地区。2020年后崇左将进入扶贫开发新阶段,减贫标准及战略思路和政策将进行新调整,特别是由绝对贫困转向相对贫困,农村重点扶贫转向城乡并重扶贫。因此,形成精准脱贫攻坚与乡村振兴、新型城镇化相互支撑、相互配合、有机衔接的良性互动格局,对崇左打赢精准脱贫攻坚战、全面建成小康社会具有十分重要的意义。政府和社会力量是城乡扶贫主体,而推进城乡公共服务一体化、产业融合发展、要素市场一体化和社会管理一体化是城乡扶贫共治的重要内容。
