系统性应对重大挑战的使命导向方法评述

Review of Mission-oriented Approach to Systematically Addressing Grand Challenges

梳理了国内外关于使命导向的文献,通过文献分析,介绍使命导向的概念与特点,强调使命导向方法能通过自上而下和自下而上地结合有效地系统性解决所面对的经济增长和社会问题等“重大挑战”,提高政策和重大项目实施的有效性.对使命导向研究所包含的常被应用于重大项目、政策制定两大方面的政策或项目设计、创新机构、政策工具和成果评估这四大主题以及研究方法等进行了归纳分析.最后,在分析现有研究不足的基础上,提出未来可能的研究方向和对我国应用使命导向方法的建议.

This paper reviews the existing studies about mission-oriented approach.Through literature analysis,it introduces the concept and characteristics of mission-oriented approach and emphasizes that mission-oriented approach can effectively and systematically solve economic growth and social problems such as "grand challenges",through the combination of top-down and bottom-up,in order to increase the effectiveness of policies and major project implementation.It summarizes and analyzes the four themes and research methods of mission-oriented approach institute,which contains major projects,policy or project design,innovation agency,policy tools and achievement evaluation.Taking the analysis of existing research deficiencies,it proposes the possible future research directions and suggestions for China's application of mission-oriented approach.
