摘要
自2013年以来,我国本轮行政审批改革成绩斐然,各地政府实践特色不一,形成了不同模式和推进路径,精益改善就是其中之一。以江门市蓬江区法人一门式改革为例,通过对各种调研所得数据资料进行质性分析,得到充实的证据以证明精益思维、精益管理工具完全可以用于政府的改革,并且取得显著的成效。通过具体案例抽象出我国政府行政审批的精益改善之路,为我国行政审批改革提供了除“行政审批局”模式之外的又一条可行路径,丰富了改革选择。
Since 2013,China has made remarkable achievements in this round reform of administrative examination and approval system,as local governments have undergone different practices and formed different modes and paths,among which is the lean improvement.Taking the reform called“one door services for corporations”in peng jiang district of jiang men city as a case study,abundant evidences generated by qualitative analysis of all kinds of survey data prove that the lean thinking and lean management tools can be utilized for government reform and that amazing results have been achieved.This research used specific cases to generalize the lean improvement path for Chinese administrative examination and approval system,enriching the reform options through providing a feasible alternative to the model of establishing the bureau of administrative examination and approval.
