我国社会福利70年发展历程与总体趋势

A Development History and Overall Trend to the Social Welfare System in China over the Past 70 Years

新中国成立70年来,我国社会福利大概经过了建国初期的救济福利、计划经济时期城镇的单位福利、农村的集体福利与民政福利等几个阶段。改革开放以来在社会福利社区化和社会化探索的推动下,社会福利的内容与范围不断拓展,构建起了具有中国特色的社会福利体系,并形成了"适度普惠"的发展理念,在社会福利供给多元化、社会福利对象普遍化、社会福利内容体系化三个方面全面拓展了社会福利范围,并提高社会福利项目水平。未来我国社会福利发展的总体趋势,将建立以"美好生活"为核心的社会福利制度,建立国家主导型社会福利制度。

Since the founding of new China 70 years ago,China’s social welfare has gone through several stages,such as social relief and welfare in the early days of new China,Danwei welfare in urban area,collective welfare in rural areas and civil welfare at planned economy period.Since the reform and opening-up,the content and scope of social welfare have been expanding constantly under communitization and socialization of social welfare.The social welfare system with Chinese characteristics has been constructed.The concept of"appropriate universal-type social welfare system"has been formed.The diversification,universalization and systematization of social welfare have expanded the scope of social welfare and improved the level of social welfare.In the future,the overall trend of development of China’s social welfare will establish a social welfare system with core idea of"better life".The State should play a leading role in the welfare system.
