从整体性治理透视社区去“行政化”改革

"De-Administrative" Reform in Community from the Perspective of Holistic Governance

围绕社区去行政化改革有两种战略设计思路,一种是以达成完全自治为目标,极力推进逆行政化进程,以深圳蓝田模式、铜陵模式、贵阳模式为代表;另一种追求有限自治,对街道--社区职能重新定位,优化服务流程,力图实现自治与行政化之间的巧妙平衡,以南京、包头模式为代表。两种思路下改革都没有取得预期成效,其原因在于,改革的战略设计存在明显不足,一是战略目标定位不清晰;二是战略推进策略有缺陷。整体性治理理论可以有效解决这个难题。整体性治理理论要求超越行政性与自治性谁强谁弱的争议窠臼,从社区治理创新的总格局中,从国家与社会关系演变的大趋势中,确定社区去行政化改革的战略目标以及战略推进策略,这样的改革才更具有战略价值,才能充分体现改革的全局性、长远性和引领性。

There are two strategic design ideas around the community De-Administration reform:one is to achieve complete autonomy as the goal,vigorously promote the process of anti-administration,represented by the Lantian model,Tongling model and Guiyang model;the other is to pursue limited autonomy,reorientate the street-community function,optimize the service process,and strive to achieve a smart balance between autonomy and administration.The model of Beijing and Baotou is the representative.Under the two ideas,the reform has not achieved the expected results.The reason is that the strategic design of the reform is obviously inadequate.The first is that the strategic objectives are not clear;the second is that the strategic promotion strategy is flawed.The holistic governance theory can effectively solve this problem.Holistic governance theory requires that we surpass the controversy between the administrative nature and autonomy.In the general pattern of community governance innovation,and in the general trend of the evolution of the relationship between the state and society,we should determine the strategic objectives and Strategies of community De-Administration reform.Only in this way can we have more strategic value and fully reflect the overall,long-term and leading nature of the reform.
