Review and expectation of new health care Reform in China——Strategies,role of government,market and incentives

新一轮医药卫生体制改革(新医改)从2009年开始已经走过了十个年头。文章回顾了新医改理论基础的发展,系统总结了十年来医药卫生体制改革取得的成就,包括明确健康中国战略、明确政府在医改中的作用、明确市场在医改中的作用、明确调动激励机制确保医改的可持续性等,阐述了医改发展中需要继续强调的几个问题,包括继续坚持“保基本、强基层、建机制”的改革方针、通过顶层设计提高医疗保险的保障能力、全面实施健康中国规划纲要和行动计划等。

The new round of health care reform has walked through ten years in China since 2009. This paper reviews the development of the theoretical basis of new health care reform,systematically summarizes the achievements of the reform in the past ten years,including those of defining the strategies of healthy China,defining the role of the government and the market in the health system reform,and defining the mobilization of incentive mechanism to ensure the sustainability of China s health care reform,etc. It states several issues need to be continue emphasised,including the reform policy of “basic insurance,strengthening grass-roots units and establishing mechanisms”,improve the security capacity of medical insurance through master plan,and comprehensively implement the outline and plan of action for the Healthy China.
