湖南省县域中医医疗服务问题与对策

Problems and countermeasures of Chinese traditional medical service in Hunan county

[目的]分析湖南省县域中医医疗服务领域存在的主要问题,探讨对症策略,更好地满足城乡居民的中医医疗服务需求。[方法]以湖南省县域综合医院为参照对象,利用对比分析、描述性统计和综合分析等,探讨2013-2017年湖南省县域中医医院资源配置、负债、市场占有率等。[结果]湖南省87个县域,有7个县域未设立中医医院;2013-2017年床位数、中医医院建筑面积、高职人数占比均低于标准或全国水平。负债增长较快,市场占有率较低。[结论]在县级中医医院中,普遍存在政策执行乏力、政府投入力度不够、中医药高端人才匮乏的问题。

Objective To explore main problems in the field of traditional Chinese medicine(TCM)medical services in county areas of Hunan province and symptomatic strategies so to preferably meet the needs of urban and rural residents for TCM medical services. Methods It took county general hospital as the reference object. It discussed resources allocation,liabilities and market share of TCM hospital in county of Hunan province from 2013 to 2017 by comparative analysis,descriptive statistics and comprehensive analysis. Results There were 87 counties in Hunan province,7 counties had no TCM hospital. The proportion of hospital bed,covered area of TCM hospital and high-quality talents was lower than the standard or national level. Rapid debt growth and low market share in TCM hospitals. Conclusions In county TCM hospitals,it is ubiquity of weak policy implementation,insufficient government investment and shortage of high-end talents.
