江苏省绿色发展评估研究

An evaluation of green development method with its application in Jiangsu Province

本研究依据绿色发展内涵,构建了包括资源消耗、环境损害、生态效益3个二级指标和13个三级指标的市级绿色发展评估指标体系,并计算了江苏省13个地级市2015年的绿色发展综合指数。评估结果表明,江苏省各地级市绿色发展综合指数分布在59.9(连云港市)~83.4(南通市)之间。从空间分布来看,苏中和苏南地区的城市绿色发展综合水平多为良好,苏北相对较差;在二级指标中,苏南在资源利用效率方面取得显著成效,苏中环境损害和生态效益得分较高,苏北地区生态效益指数总体优于苏南和苏中地区。从具体指标来看,各地限制性指标各不相同,因此,各地应制定针对性措施,提升自身的绿色发展水平。

This research applied the connotation of green development to build the green development evaluation (GDE) indicator system on urban scale. We identified three 2nd class indicators: resource consumption, environmental damage and ecological benefit, with thirteen 3nd class indicators. We calculated the green development indexes (GDIs) of 13 cities in Jiangsu Province in 2015. The results showed that the GDIs t of 13 cities ranged from 59.9 (Lianyungang) to 83.4 (Nantong). From the perspective of spatial distribution of GDIs, most of the cities gathered in middle part and south part of Jiangsu province, reached good level, but the rest cities reached relatively poor level. For the GDIs of 2nd indicators, different regions have different performance. The southern regions performed well in resource utilization efficiency. The central regions got high score in environmental damage and ecological benefit generally, and the northern regions were the best performers of ecological benefit. From the perspective of specific indicators, there are still regional differences among these thirteen cities. Therefore, more specific measures should be taken to improve their green development level.
