企业是污染排放的行为实施者,同时也是污染物排放行为所带来的环境威胁的主体责任人,有控制、减少污染物排放、保证排污行为合法的义务。现行排污许可制度改革进一步明确了企业的环境保护责任主体地位,强化企业内部环境管理、构筑企业内部环境管理体系对于实现排污许可的精细化管理和优化固定污染源管理具有重要意义。

Enterprises are the implementors of pollution emission, and the responsibility center for environmental threats brought by pollutant emission. They have the obligation to control and reduce pollutant emission and ensure the legal emission behavior.The current reform of pollutant discharge permit system clarifies the main position of environmental protection responsibility of enterprises.Strengthening enterprise internal environment management and building enterprise internal environment management system are significant for realizing delicacy management of pollutant discharge permit and optimizing management of fixed pollution sources.
