淮南抗日根据地的减租减息与农业生产

Rent & Interest Reduction and Agricultural Production in Huainan Anti-Japanese Base

减租减息斗争是中国共产党在抗日根据地领导的生产关系领域的变革,是淮南抗日根据地经济工作的中心任务。农业作为淮南区的主体经济,承担着维持战时经济和改善民生的双重使命。淮南区农村社会存在着迫切的减租减息斗争要求。淮南区党和政府重视通过调查研究,探索减租减息经验。减租减息斗争取得了显著的社会效果,直接体现为农业生产的增长和人民生活的普遍改善。淮南区党和政府奖励垦荒,提倡兴修水利,帮助农民在耕牛、农具、种子等技术环节提高生产技术。农业贷款是淮南区扶助农民发展生产的主要社会服务手段。淮南区还积极通过互助合作,提高农民的生产效率,探索集体农业的新路径。部队和机关的农业生产也是淮南区农业的重要组成部分。

The struggle for rent and interest reduction was the reform of the productive relations led by the communist party of China in the anti-Japanese base,as well as the central task of the economy of Huainan Anti-Japanese base.Agriculture,as the main component of economy of Huainan,bore the dual mission of maintaining the economy in wartime and improving people’s livelihood.There was an urgent demand for the struggle to reduce rent and interest in the rural society of Huainan District.The party and government of Huainan district attached great importance to exploring the experience of rent and interest reduction through investigation and research.The struggle had achieved remarkable social effects,directly reflected in the increase of agricultural production and the general improvement of people's livelihood.The party and government of Huainan district rewarded reclamation of wasteland,advocated building water conservancy,and helped farmers improve production technology in the technological links such as cattle,tools and seeds.Agricultural loans were the main means of social service to help farmers develop production in Huainan.Huainan also explored new ways of collective agriculture to improve the productivity of farmers through mutual aid and cooperation.In addition,the agricultural production of troops and authority units was also an important part of agriculture in Huainan.
