统筹衔接脱贫攻坚与乡村振兴的调查与启示

贫困县脱贫出列是脱贫攻坚战的阶段性胜利,是全面建成小康社会的历史新起点,还不是脱贫攻坚战的全胜。根据对河北省大名县的跟踪调查与蹲点调查,贫困县脱贫出列后,扶贫防贫难题犹在,新题待解。应全面统筹衔接脱贫攻坚与乡村振兴,做好政策接续,织密社会保障"安全网",兜住脱贫攻坚"硬骨头",健全乡村振兴社会保障机制;全方位关注边缘群体的多维临界贫困问题,建立乡村振兴中多元化的低收入群体帮扶机制;脱贫攻坚战后期乃至胜利后,应将集中式重点扶贫并轨到普惠平等支持式乡村振兴;统筹衔接产业扶贫与产业振兴政策,建立乡村产业振兴长效机制;注重扶志扶智,促进乡村人才振兴、文化振兴、生态振兴、组织振兴。

Poor counties being lifted out of poverty is a staged victory in the fight against poverty,and is a new start to make comprehensive moves to build a moderately prosperous society in all respects.According to the long-term survey of Daming County which is the designated poor county of The Development Research Center of the State Council(DRC),we find some new problems of poverty alleviation and poverty prevention which need to be solved urgently.It is necessary to comprehensively coordinate the solutions for poverty alleviation and rural vitalization,as well as rigorously secure a"safety net"for social security to seize the"hard bones"of poverty alleviation,and improve the social security mechanism for rural vitalization.We should pay more attention to the marginalized groups,and improve the support systems of the low-income groups.In the late period of poverty-reduction strategies,the policy tends to turn from centralized support to inclusive development.The industrial vitalization direction would prefer to coordinate the poverty alleviation in various aspects,and establish a long-term mechanism for the vitalization of rural industries.In this process,we need to encourage people to improve individual skill,and promote rural talent vitalization,cultural vitalization,ecological vitalization,organizational vitalization.
