扶志扶智扶技:深度贫困地区脱贫动力

Empower Ambition, Intelligence and Skill:The Motivation of Poverty Alleviation in Deep Poverty-stricken Area

四川省凉山彝族自治州在脱贫攻坚战中的相关做法和经验表明,通过扶志,贫困群众增强了脱贫的信心和决心,"要脱贫";通过扶智,贫困群众提升了受教育程度,帮扶干部提高了帮扶本领,"能脱贫";通过扶技,贫困群众获得了增收的技能,"会脱贫"。因此,扶志、扶智、扶技,是贫困地区解决内生性贫困问题的长久之计和治本之策,要通过扶志破除思想上的贫困,通过扶智破除贫困群众智育上的贫困和帮扶干部本领上的贫困,通过扶技破除技能上的贫困。

The practice and experience of Liangshan Prefecture shows that the poor people enhance their confidence and determination to lift themselves out of poverty through supporting their aspirations.By boosting education of the poor and cadres,the masses have improved their capability.By skill training,poor people gain the skills to increase income.Supporting ambition,wisdom and skills is a long-term and permanent solution to solve endogenous poverty in poor areas.We should reduce the poverty of thought by supporting ambition,the poverty of low-level education of the poor villagers and insufficient capability of cadres by education,and the poverty of skills by training.
