去产能后期面临的问题及对策

Problems and Countermeasures in the Later Period of Capacity Reduction

去产能政策自2016年实施以来,已经取得了一系列成效,逐渐进入结构性去产能的后期阶段。本文对去产能的进程进行简单回顾,从过剩产能化解总量和行业产能利用率两个角度衡量去产能政策的实际效果。分析政策效果的同时发现去产能政策产生的一些负面效应,包括在去产能后期亟需解决的债务以及职工安置问题,并针对这些问题提出了相应的对策建议。

Since the implementation of the policy to reduce overcapacity in 2016,a series of achievements have been made and the policy has gradually entered the later period of structural capacity reduction.This paper briefly reviews the process of capacity reduction,and measures the actual effects of capacity reduction policy from the perspectives of total overcapacity reduction and rate of capacity utilization.Meanwhile it finds out some negative effects of the policy,including the urgent problems of debts and staff resettlement need to be solved in the later period.
