PPP作为一种“公私合营”的项目融资运作模式,在特色小镇项目建设上有着巨大的优势,与此同时在此种模式下,导致项目面临风险的程度也会随之变高。文章确定特色小镇PPP项目建设过程中可能出现的风险影响,依据AHP理论对确定后的主要风险进行归类划分,建立特色小镇PPP项目的影响因素模型,根据模型结论中划分的影响因素层次来判断其风险影响关联,以此作为风险分担和风险分析的依据。

PPP,as a"public-private partnership"project financing mode,has a huge advantage in the construction of special town projects.At the same time,under this mode,the degree of risk to the project will also increase.The article determines the possible risk impact during the construction of the characteristic town PPP project,classifies the identified major risks based on the AHP theory,and establishes an impact factor model for the characteristic town PPP project.According to the level of influencing factors in the model conclusion,the risk impact correlation is judged,and it is used as the basis for risk sharing and risk analysis.
