经济正飞速发展的中国,PPP项目不断增多,而PPP工程复杂、投资大、周期长,PPP项目中政府一般通过招标的方式选择合作伙伴,所以PPP模式下的招标举足轻重,其中的风险问题决定着项目的好坏与成败。基于此,文章就PPP项目招标阶段风险进行分类,并且用函数对风险等级进行划分,明确风险分配规则,整理分析了有效的风险控制措施,最后进行工程实例剖析得出相关结论,希望可以为PPP项目的招标提供一个有效的借鉴和参考。

With the rapid development of China's economy,PPP projects are also increasing,while PPP projects are complex,large investment and long cycle.In PPP projects,the government usually chooses partners through bidding,so bidding under the PPP mode plays a decisive role,and the risk of which determines the quality and success of the project.Based on this,the paper classifies the risks in the bidding stage of PPP project,and divides the risk grade by function,clarifies the rules of risk allocation,collates and analyses the effective risk control measures,and finally draws relevant conclusions through the analysis of Engineering examples,hoping to provide an effective reference and reference for the bidding of PPP project.
