多种利益诉求下城市公园型风景区规划探讨——以泸溪沅水风景名胜区为例

我国城市发展已进入新的发展阶段,城镇数量大幅度增加,城乡统筹、城乡一体、产业互动、节约集约、生态宜居、和谐发展等基本特征已逐渐显现,城镇发展已开始进入依照城市规划进行建设的科学轨道,但城市规模同资源环境承载能力未能良好契合,城市病不断警示,城镇周边具有城市公园功能的风景名胜区正面临资源保护、城乡发展、资源开发、城乡一体化发展、居民休闲等多方利益诉求的博弈与平衡问题,亟待新的出路。作为规划设计单位,我们需要从多种利益诉求背景下探讨风景名胜区规划,对风景资源进行整体的保护和规划,科学界定其范围和保护区划范围线,并根据风景区定位和定性的不同,考虑多方利益诉求,提出相应的规划思路,实现风景名胜区的可持续发展。
