基于PSR模型的省域军民融合发展水平评价研究

Research on Evaluation of Provincial Civil-Military Integration Development Level Based on PSR Model

[目的/意义]伴随着军民融合发展战略持续深入,省(市)作为践行国家军民融合战略的“细胞”,其发展现状已成为当前关注的重点。了解区域落实军民融合发展情况,有利于各省市为军民融合发展制订下一步计划。[方法/过程]引入PSR(压力-状态-响应)模型框架构建中国省域军民融合发展指标体系,收集中国31个省级层面军民融合发展相关数据,采用层次分析法与模糊综合评价模型进行实证研究。[结果/结论]研究结果表明:各省份军民融合评价的综合分值普遍偏低,且各省之间军民融合发展极不平衡。为此从发挥各省军民融合发展委员会顶层统筹作用、找准区域军民融合发展定位、促进军民融合产业集聚发展和支持军民融合企业开拓市场等方面提出提升区域军民融合发展水平的对策建议。

[Purpose/Significance]With the deepening of the development strategy of civil-military integration,provinces(cities)as the"cells"to implement the national strategy of civil-military integration have become the focus of current attention.[Method/Process]The authors introduced the PSR(Pressure-State-Response)model framework to construct the index system of civil-military integration development in China's provinces,collected the relevant data of civil-military integration development at 31 provincial levels in China,and used the analytic hierarchy process and the fuzzy comprehensive evaluation model for empirical research.[Result/Conclusion]The results show that the comprehensive scores of civil-military integration evaluation in all provinces are generally low,and the development of civil-military integration among provinces is extremely unbalanced.Therefore,the countermeasures and suggestions to improve the development level of regional civil-military integration are put forward from the aspects of giving full play to the top overall planning role of provincial civil-military integration development committees,identifying the development orientation of regional civil-military integration,promoting the industrial agglomeration development of civil-military integration and supporting civil-military integration enterprises to open up markets.
