公共政策的学术影响计量——基于2004-2017年“中央一号文件”的引文分析

Measurement of Public Policy Influence on Academia——Citation Analysis on the Central Committee’s Document No.12004-2017

[目的/意义]为全面考察公共政策的影响力,丰富政策评估视角。[方法/过程]以2004-2017年连续14年中央一号文件施引文献为对象,应用频次统计、聚类分析和共词网络分析等文献计量方法,对1 745篇引用中央一号文件的相关论文的来源期刊、作者及其所在机构、关键词:等进行了分析。[结果/结论]研究结果显示,中央一号文件的学术影响力集中于涉农期刊、涉农机构;相关研究随政策文件主题变动而调整,显示出较为明显的即时性;同时,“三农”、农民、土地等核心主题保持了一定稳定性;文献关键词:的共词网络链条较长,相互关联不紧密。研究结果揭示当前公共政策研究专业性较为突出,但在解决综合、复杂的现实问题时,仍面临不小的挑战。

[Purpose/Significance]The purpose of this paper is to investigate the influence of public policy comprehensively and to enrich the perspective of policy evaluation.[Method/Process]Based on the analysis of 1745 papers cited by the Central Committee's Document No.1 of 14 consecutive years from 2004 to 2017,the paper applied bibliometrics methods such as frequency statistics,cluster analysis and co-word network analysis to illustrate literature characteristics like source journals,authors and their institutions,and keyword.The results showed that the academic influence of the Central Committee's Document No.1 was concentrated in agricultural journals and agriculture-related institutions,the related research showed significant immediacy-often adjusted according to the changes in the subject matter of the policy document,at the same time the core themes such as"issues of agriculture,rural areas,and farmers",farmers,and land maintained a certain degree of stability.The keywords'co-word network chain is very long and is not closely related to each other.[Result/Conclusion]The research revealed that the professional level of the current research of public policy is comparatively prominent,however,the research still faces considerable challenges when it comes to solving comprehensive and complex problems from real world.
