普惠性科技金融发展的探索与实践——基于广东经验 被引量:4

摘要 广东的科技金融服务走在全国前列,首创性开展了普惠性科技金融探索。从普惠性科技金融理论研究出发,分析总结广东开展普惠性科技金融的实践经验,得出广东通过构建多维度风险补偿机制、创新财政投入方式与力度、强化政策性科技金融服务平台的普惠特性、完善普惠性金融服务生态等,多组织协同推进以科技信贷、天使投资等为主的普惠性科技金融服务,有力提升了科技金融的普惠面、渗透率和服务效应。最后从政府角色定位与治理方式、激励引导政策、市场退出机制、金融生态环境等方面,为普惠性科技金融的加速发展给出建议启示。 Guangdong's science and technology financial services are in the forefront of the country, and Guangdong has pioneered the exploration of inclusive science and technology financial services. Based on the research of financial theory of science and technology, this paper analyzes and summarizes the practical experience of the inclusive science and technology financial in Guangdong, the results show that, by constructing multi-dimensional risk compensation mechanism, innovating the mode and intensity of financial investment, strengthening the inclusive characteristics of policy-oriented science and technology financial service platform, perfecting the ecology of inclusive financial service, and promoting inclusive scientific and technological financial service dominated by science and technology credit, angel investment, etc., Guangdong has effectively promoted the inclusive surface, permeability and service effect of science and technology finance. Finally, the paper gives some suggestions and enlightenment for the accelerated development of inclusive science and technology finance from the aspects of government role orientation and governance mode, incentive and guidance policy, market exit mechanism, financial ecological environment and so on.
